It is therefore, again reiterated that the HODs should check punctuality regularly and take strict punitive measures against the defaulters so as to ensure discipline in administration Disciplinary proceeding may also be launched against regular defaulters, who are found late/absent more than twice a month.A monthly report about the punctuality drives alongwith names of late comers should be sent to AR Department regularly in the prescribed performa by 5th of every month In this regard, following instructions are given for strict compliance: -
 

1. All HODs should nominate one or two senior officers for punctuality drives in their offices, field units, institutions and sub-offices Large departments having field units should setup their own checking teams.
2. Branch officers should check the attendance register of their branches regularly and put their initials in token of  checking the register.
3. Half day CL may be deducted in case of late coming.
4. The practice of short leave or WCL should be strictly avoided and instead leave application should be obtained.
5. The normal lunch interval of half an hour shall be strictly observed.
6. The tendency of leaving office during working hours and before the closing time should be firmly discouraged.
7. A movement register be maintained for recording movement of officers/staff on field inspection, court duty or attending meetings outside their office premises.
8. Attendance register should be kept on the desk of branch supervisor and should be open for inspection by the checking team.
9. A roster of officers responsible for checking the attendance be maintained and order in this regard be issued.
10. The checking officer shall report daily to Secretary/HOD.

All the HODs are directed to ensure compliance of the above orders.
